give accountant ability to convert bank statements

Currently a accountant user does not have the ability to convert a bank statement or upload documents to the website,

Could this please be altered to allow accountants to do this, I realise it might cause an issue with how to differentiate between users and accountants from a permissions perspective, perhaps look at the domains the owner adds and all users with the same domain are given full permissions as well?
