link tax rates together

Not sure if this is a bug or a feature request, but when adding a tax rate and linking it to QuickBooks tax rate, which can be done currently, it doesnt seem to apply at the respective bill eg I selected a 15% tax rate on spark and connected the equivalent in QB, but it gave it a zero rated one instead.
